Seoul, South Korea CNN —China’s newest, largest and most-advanced aircraft carrier, the Fujian, took a big step to joining the world’s largest naval fleet on Wednesday as it set out from Shanghai for its first sea trials. “The sea trials will primarily test the reliability and stability of the aircraft carrier’s propulsion and electrical systems,” read an announcement from the state-run Xinhua news agency on Wednesday. The warship was launched in 2022 and has “completed its mooring trials, outfitting work and equipment adjustments” working up to the latest sea trials, Xinhua said. A tugboat tows China's third aircraft carrier, the Fujian, away from a dock in east China's Shanghai on May 1, 2024. The American aircraft carrier USS Gerald R. Ford is seen from the air anchored in Italy in the Gulf of Trieste on September 18, 2023.

Chinese leader Xi Jinping oversees the inauguration of the Information Support Force of the People's Liberation Army at a ceremony in Beijing on April 19, 2024. The Information Support Force will be led by top generals from the now-defunct SSF. These functions will now be supervised at his level and not through the Strategic Support Force, which served as a middleman,” Wuthnow said. Though US intelligence officials said the balloon was part of an extensive surveillance program run by the Chinese military, Xi may not have been aware of the mission. Chinese leader Xi Jinping has scrapped the People's Liberation Army's Strategic Support Force, a branch he founded in 2015.

They call it an encirclement of their nation and say the United States is trying to constrain its main economic and military rival. The United States also has a new security agreement with Papua New Guinea. On Wednesday, Mr. Biden signed a $95-billion supplemental military aid and spending bill that Congress had just passed and that includes $8.1 billion to counter China in the region. In addition, the United States continues to send weapons and Green Beret trainers to Taiwan, a de facto independent island and the biggest flashpoint between the United States and China. The presence of the US Army’s Mid-Range Capability (MRC) ground-based missile system, increases the risks of “misjudgment and miscalculation” in a region already on edge over Chinese-Philippines face-offs in the South China Sea, Beijing says. It’s the first-ever deployment of the MRC missile system, also known as the Typhon system, to the Indo-Pacific theater, and it comes amid a series of US-Philippine military exercises, including the largest-ever edition of the bilateral Balikatan exercises beginning Monday. It also can fire the Tomahawk Land Attack Missile, a maneuverable cruise missile with a range of 1,600 kilometers (1,000 miles), according to the CSIS. Those are the same rules Washington and Manila accuse Beijing of ignoring with aggressive Chinese actions that have injured Filipino sailors and damaged vessels around disputed features in the South China Sea. US Army PacificChina’s missile advantageAnalysts say the deployment of the Typhon missile battery is the first signal of US plans to address what has long been an advantage for Beijing in the region.

For years, Lopzang Dadul herded his yaks, sheep and goats across the vast, vertiginous landscape near India’s contested border with China, following the seasons to find grazing land. All these areas are winter grazing areas of Chushul village. He says 60 of the 113 households in his village used to be nomadic; now only 10 are maintaining the tradition due to those factors and lost grazing lands. New Delhi says two sites remain contested along the Ladakh border after disengagement at other contested zones following the 2020 clash. Reduced patrolling led to an ultimate loss of control over such areas, where China grabs land “inch-by-inch,” the report said.

In Taiwan, the government is racing to do what no country or even company has been able to: build an alternative to Starlink, the satellite internet service operated by Elon Musk’s rocket company, SpaceX. Starlink has allowed militaries, power plants and medical workers to maintain crucial online connections when primary infrastructure has failed in emergencies, such as an earthquake in Tonga and Russia’s invasion of Ukraine. Officials in Taiwan face constant reminders that its communication infrastructure must be able to withstand a crisis. The island democracy sits 80 miles from China, where leaders have vowed to use force if needed to assert claims that Taiwan is part of its territory. Taiwan experiences regular cyberattacks and near-daily incursions into its waters and airspace by the People’s Liberation Army, which has been built up in recent years.

In 2020, the balance of military power in the Taiwan Strait began a gradual but profound shift in China’s favor. That August, then-Secretary of Health and Human Services Alex Azar became the highest-ranking U.S. cabinet official to visit Taiwan in more than four decades. responded by carrying out large-scale military exercises around the self-governing island, sending aircraft over the median line of the Taiwan Strait for only the third time in more than 20 years. Alarm bells should be ringing, but neither Taiwan nor the United States have taken meaningful action to deter China, and Taiwan’s response has been inconsistent and lacks transparency, which may further embolden Beijing. A more robust approach is needed to deter China from escalating the situation.

Hong Kong CNN —Chinese companies are doing something rarely seen since the 1970s: setting up their own volunteer armies. According to China’s Military Service Law, male militia members should be 18 to 35 years old. It was latest in a slew of militias established by major Chinese companies in the past year. After 1949, when the party took control of mainland China, the units were eventually embedded into governments, schools and companies. This can, in the long run, save the PLA resources by delegating some duties to militia forces to care for,” Heath said.

BANGKOK (AP) — A Nasdaq-listed Chinese technology company that makes parts for self-driving vehicles is threatening to sue the U.S. government after it was included in a list of companies the Pentagon says have links to the Chinese military. It was among 17 companies the U.S. Department of Defense recently added to its list of companies it considers “Chinese military companies.”The revised list also includes Megvii, a Beijing-based artificial intelligence company and IDG Capital, a major private equity investment company with holdings in many Chinese technology companies, and major Chinese energy, telecoms and aviation companies. In a statement issued last week, the company said its LiDARs were not designed to conform to military specifications. Under Biden, the U.S. has further limited China’s access to advanced U.S. technology, limited U.S. investments in strategically sensitive Chinese industries and expanded sanctions on leading Chinese companies like Huawei Technologies. The Defense Department periodically updates its list of now nearly four dozen Chinese military companies to counter links between Chinese military and companies and other entities that it says appear to be civilian.

Hong Kong CNN —China has expelled a leading rocket scientist from its top political advisory body, the latest sign of a widening purge in the Chinese military’s missile force and aerospace contractors. Wang, 54, until recently led the China Academy of Launch Vehicle Technology (CALT), a prestigious state-run institute known as the birthplace of China’s aerospace industry. Wang spent his nearly three-decades-long career designing rockets at the CALT, a subsidiary of the main contractor of the Chinese space program, the state-owned China Aerospace Science and Technology Corporation. In December, three aerospace executives, including the chairman of China Aerospace Science and Technology Corporation – were stripped of their roles in the CPPCC. The Red Sea crisis tests China’s global ambitions

China’s responseThe Houthi rebels in Yemen started firing missiles and drones at ships in the Red Sea in mid-November, in what they say is an act of solidarity with Palestinians. Chinese officials repeatedly stressed that the Red Sea crisis is a “spillover” from the conflict in Gaza, citing an immediate ceasefire between Israel and Hamas as the top priority. Beijing’s reluctance to wade into the Red Sea crisis reflects these geopolitical calculations. The Chinese government readout of the meeting between Wang and Sullivan did not mention the Red Sea. Egypt is losing millions of dollars per day from the reduced traffic at the Suez Canal at the northern end of the Red Sea.

At least 20 Indian soldiers and four Chinese troops were killed in clashes in the area two years previously, in mid-2020. Details of the new clashes emerged after the Indian Army awarded gallantry medals to some of its soldiers, who it said challenged Chinese troops trying to enter Indian territory in at least two incidents in 2022. During physical jostling, an Indian soldier wounded at least four Chinese troops and snatched their rifles, “forcing them to go back”, it said. In the second incident in November, 2022, Indian troops pushed back “a group of 40 to 50 soldiers of (PLA)” who were trying to enter Indian territory. A unit of Indian soldiers attacked and injured them, “thus foiling the enemy’s plan to capture the post”, another citation said.

What followed was two trips to the United States in less than a year for Marcos, and visits to the Philippines by high-ranking Biden administration officials. Marcos’ predecessor, the populist firebrand Rodrigo Duterte, was openly hostile to the United States and attempted to bring his country closer to communist China during his six-year term. For the United States, cementing alliances in the Asia-Pacific region is likewise crucial to keeping China in check. China’s Foreign Ministry, in a statement to Reuters, characterized China and the Philippines as “close neighbors across the sea” with a common interest in friendship. At the time, he said the cancellation of his visa was the latest in a list of “gripes and disrespect” by the United States.

CNN —Australian Prime Minister Anthony Albanese has accused the Chinese navy of “dangerous, unsafe and unprofessional” conduct after an incident in international waters near Japan, marking a potential friction point with Beijing weeks after he visited the Chinese capital to stabilize relations. Australian divers aboard the long-range frigate HMAS Toowoomba were trying to clear fishing nets from its propellers on November 14 when a Chinese destroyer approached, Defense Minister Richard Marles said in a statement Saturday. Despite being warned that a diving operation was underway, the Chinese destroyer operated its sonar in a manner that “posed a risk to the safety of the Australian divers,” the statement said. In the Sky News interview, Albanese sidestepped a question on whether the incident will make bilateral relations “look shaky” now. When President Xi Jinping of China made his first state visit to the United States in 2015, he wrapped his demands for respect in reassurances. He denied that China was militarizing the disputed South China Sea, while asserting its maritime claims there. He spoke hopefully of a “new model” for great power relations, in which Beijing and Washington would coexist peacefully as equals. In Mr. Xi’s telling, China sought to rise peacefully, but Western powers would not accept the idea that a Communist-led China was catching up and could someday overtake them in global primacy. The West would never stop trying to derail China’s ascent and topple its Communist Party, he said in speeches to the military that are largely unreported by the media.

Hong Kong CNN —China has accused Canada of carrying out “malicious and provocative” actions in the South China Sea, after the Canadian Navy said Chinese fighter jets endangered a helicopter in two close intercepts above international waters. However, the Canadian helicopter not only refused to respond, but also took provocative actions such as flying at ultra-low altitudes,” Zhang said in a statement posted on the ministry’s website. China claims historic jurisdiction over almost the entirety of the vast South China Sea, which is a resource rich and vital international shipping route. In 2016, an international tribunal in The Hague concluded that China has no legal basis to claim historic rights to the bulk of the South China Sea. In mid-October, a Chinese fighter jet came within 5 meters (16 feet) of a Canadian CP-140 reconnaissance and surveillance plane over the East China Sea.

The talks come at a perilous moment for the systems of global controls, painstakingly built over decades, to avoid nuclear conflict. The United States, for its part, is in the midst of upgrading its own nuclear weapons. As the United States and Russia lose their safeguards, the Chinese government is expanding its nuclear arsenal. For decades, the People’s Liberation Army has felt secure with a few hundred nuclear weapons.
